The two main characters "Joker" and "Thief" are named after All Along the Watchtower, written by Bob Dylan and played famously by Jimi Hendrix.

Joker and Thief are caught in the perpetual monotony of desperation and displacement of a post-apocalyptic world, and are continually appearing and killed after (a few minutes of conversation) by a female sharpshooter named "Ronin."
It turns out all three are only characters in someone else's game, not a governmental cat-and-mouse espionage, but a kid's video game. But the allegory stands; they might as well be pawns in a sociopolitical subterfuge
